Peter is Director, Regulatory Affairs for The Agenda Group, having joined the company in February 2011. He has provided advice on regulatory, licensing and responsible gambling issues for industry, governments and regulators in jurisdictions as diverse as Australia, Japan, Macau, Singapore, Ireland, Vietnam, Cambodia and Massachusetts. Peter was previously Executive Commissioner and CEO of the Victorian State gaming regulator in Australia where he was responsible for all aspects of gambling regulation in Victoria, including Crown Melbourne. In addition, he had responsibility for regulating 27,500 slot machines in a distributed network of over 500 venues, as well as keno, lotteries, charitable gaming, and parimutuel and fixed odds betting on horse racing and sport.

Peter was on the Board of the International Association of Gaming Regulators from 2005 to 2010 and was Chairman in 2009-10. He was also a Trustee of the International Association of Gaming Advisors from 2012 to 2018 and has been on the advisory committee for the annual conference of the International Center for Responsible Gaming since 2011.
